New York Has No Separate Bear Permit, but One Bear Per License Year Still Applies
November 6, 2026
Bear hunting season in New York 2026 is built around two zones, a patchwork of Wildlife Management Units (WMUs), and a strict one-bear limit. There is no separate bear permit to buy, but the zone and weapon you choose decide when you can hunt.
This guide covers the 2026-27 dates, legal methods, license basics, and the rules on baiting, hounds, hunting hours, and tagging. Season dates below come from DEC announcements, so check the DEC Hunting and Trapping Regulations Guide for your exact WMU before you head out.
Pro Tip: Find your WMU first. Dates, weapons, and even whether a unit is in an early season all depend on it.
Bear Hunting Season Dates in New York 2026
New York splits bear hunting by zone and method. Bear hunting seasons begin on September 19 and run through December 6 in the Northern Zone. In the Southern Zone, the Early Bowhunting season for bear opened October 1 and runs through November 20 throughout most of the zone.
The Southern Zone also has a separate early firearms bear season. An early bear season runs from Sept. 12 through Sept. 27 across 11 Wildlife Management Units in the Southern Zone.
Here is how the main 2026 windows line up, based on DEC’s October announcement and DEC’s September release:
| Zone / Area | Season | Dates (2026) |
|---|---|---|
| Northern Zone, WMUs 5A, 5C, 5F, 5G, 5H, 5J, 6C, 6F, 6H, 6J | Regular | Sept. 19 to Dec. 6 |
| Northern Zone, WMUs 6A, 6G, 6K, 6N | Early bowhunting | Sept. 19 to Oct. 23 |
| Northern Zone, WMUs 6A, 6G, 6K, 6N | Early muzzleloading | Oct. 17 to Oct. 23 |
| Northern Zone, WMUs 6A, 6G, 6K, 6N | Regular firearms | Oct. 24 to Dec. 6 |
| Southern Zone, most units | Early bowhunting | Oct. 1 to Nov. 20 |
| Southern Zone, 11 enrolled WMUs | Early bear season | Sept. 12 to Sept. 27 |
Southern Zone regular firearms and late seasons follow the deer calendar, so confirm those dates for your unit in the DEC regulations guide.
Bear Season by Weapon and Method in New York: Archery, Muzzleloader and Firearm
Each method has its own window. In the Northern Zone’s western periphery (WMUs 6A, 6G, 6K, 6N), early bowhunting runs September 19 through October 23, and early muzzleloading runs October 17 through October 23.
The regular firearms season in those same units opens October 24 and runs through December 6. In the Adirondack core units, regular firearms opened September 19 and also closes December 6.
Bowhunting and muzzleloading need the matching privilege on your license. If you plan to bowhunt, you also need bowhunter education or a qualifying prior bow credential.
Spring Bear Season in New York
New York has no spring bear season. All bear hunting happens in the fall, from September into December, depending on zone and method.
If you are looking for spring hunting in the state, turkey is the main option. See our guide to turkey hunting season in New York for those dates.
Bear Hunting Zones, Units and Management Areas in New York
New York uses a Northern Zone and a Southern Zone, then divides each into numbered WMUs. The Adirondack group (5A, 5C, 5F, 5G, 5H, 5J, 6C, 6F, 6H, 6J) has the longest continuous season, while the western periphery (6A, 6G, 6K, 6N) runs on a staggered schedule.
Not every Southern Zone unit is enrolled in the early bear season, so a unit that is open for deer may not be open for bear in September. DEC’s Hunt Planner maps give a general guide, and the regulations guide is the controlling document.
One local rule to know: the use of rifles is prohibited in Rockland County (most of WMU 3R) during any season.
Bear Hunting License, Tag and Permit Requirements in New York
There is no special bear license. You buy a hunting license, and the bear tag comes with it. Anyone 12 or older who hunts in New York needs a license.
- Base hunting license: covers bear during the regular season.
- Bowhunting privilege: required for archery and crossbow seasons.
- Muzzleloading privilege: required for muzzleloader seasons.
Licenses are sold through DEC’s licensing system. Check DEC for current fees, since prices change.
Bear Permit Draws and Lotteries in New York
New York does not run a bear permit draw or lottery. You do not apply for a bear tag in advance, and you do not wait for a drawing result.
The permit system you may hear about in New York applies to antlerless deer. For that, see our New York deer season guide.
Nonresident Bear Hunting in New York
Nonresidents can hunt bear in New York with a nonresident hunting license. The same one-bear limit applies to residents and nonresidents alike.
Nonresident fees differ from resident fees, and DEC sets them, so check its licensing page when you buy. If you are bringing a bear home to another state, check that state’s rules on importing carcasses, since some restrict whole carcass imports.
Bear Bag Limit and Harvest Quota in New York
State law caps you at one bear per license year. The limit for wild deer and bear is one deer and one bear per person in a license year, with limited exceptions for antlerless deer. The license year runs September 1 through August 31.
The limit covers every season and weapon combined. If you take a bear in early archery, your bear hunting is done for that license year. New York does not set a statewide harvest quota that closes the season.
Pro Tip: Submitting a premolar tooth from a harvested bear through DEC’s Black Bear Management Cooperator program gets you age data and a patch. DEC encourages successful hunters to participate so biologists can monitor population health.
Baiting Rules for Bear Hunting in New York
Baiting bears is illegal in New York. That includes putting out food to draw a bear within range of your stand or blind.
Scent lures are treated differently from bait. Hunters may carry and use a small amount of scent or lure, but check the DEC regulations guide for the current limit before you rely on it.
Hunting Bears with Hounds in New York
Hunting bears with dogs is not allowed during New York’s regular big game seasons. You cannot run bears with hounds as a method in New York.
Plan on spot-and-stalk, still-hunting, stand hunting, or driving with other hunters on foot instead.
Legal Weapons and Methods for Bear Hunting in New York
State law ties bear implements to deer rules. The implements allowed for bear hunting are the same as those allowed for deer hunting. Hunters may use firearms, crossbows, or vertical bows in all WMUs enrolled in the early bear season.
Method rules by season are straightforward:
- Archery seasons need the bowhunting privilege and bowhunter education.
- Muzzleloader seasons need the muzzleloading privilege.
- Regular seasons allow firearms legal for deer in that unit.
- Rifles are banned in Rockland County, and Westchester County (WMU 3S) has a bowhunting-only regular bear season.
Legal Bears and Protected Bears in New York
Only American black bears live in New York, so all bear rules apply to black bears. Restrictions on young bears depend on where you hunt. Outside the Northern Zone, a bear the taker knows or should know to be less than one year old cannot be taken.
Do not shoot a sow with cubs. Beyond the legal minimum, leaving family groups alone is standard practice and protects future harvest. Bears in dens are also off limits.
Bear gallbladders and bile cannot be possessed or sold without a valid bear tag attached.
Youth and Special Bear Hunts in New York
New York runs a youth big game hunt for junior hunters, with a weekend in early October. The 2026 youth weekend ran October 10-12 for both zones, based on agency dates, and young hunters ages 12 to 15 may take a bear under supervision of an adult.
DEC also runs special management programs, and the 2026-27 early season includes specialized bear management programs in certain units. Read the regulations guide for the youth hunt requirements, including the supervising adult’s role.
Where to Hunt Bear in New York: Public and Private Land
Most bear hunting happens in the Adirondacks, the Catskills, and the Southern Tier, though bears keep spreading across upstate. State forests, Wildlife Management Areas, and the Forest Preserve hold public opportunities.
Private land requires landowner permission, and many hunters get better access by asking early in the summer. Use DEC’s Hunt Planner maps to locate public parcels in your WMU. If you also chase other game on the same trip, our rabbit season guide and dove season guide cover small game overlap.
Best Time to Hunt Bear in New York
Early September and early October are good for hunters who want bears feeding on natural foods, such as acorns and beechnuts, before denning. The Southern Zone early season in mid-September and the Northern Zone opener on September 19 line up with that window.
Weather matters. Cool, calm mornings concentrate bear movement near food sources, and a failed mast crop pushes bears toward corn fields and other crops.
Later seasons through early December bring fewer bears on their feet, as bears begin to den, but snow helps with tracking.
Bear Hunting Hours, Sunday Hunting and Blaze Orange in New York
Legal hours are long. Legal hunting hours for deer and bear run from 30 minutes before sunrise to 30 minutes after sunset.
Blaze is required with firearms. Hunters using firearms, including muzzleloaders, must wear a solid or patterned fluorescent orange or fluorescent pink hat, vest, or jacket. The rule applies in any season you carry a firearm.
New York allows Sunday hunting statewide for big game, so the weekend calendar is not a barrier. Check county-level rules in your WMU.
Tagging, Check-In and Reporting a Bear in New York
Tag your bear as soon as you recover it. Then report the harvest through DEC’s reporting system, by app or phone, within the required window. Check the regulations guide for the exact reporting deadline for your license year.
If you plan to keep the gallbladder, remember it must stay with an attached bear tag. For cooperative sampling, DEC asks participating hunters to submit a premolar tooth.
